Congresswoman Doris Matsui has represented the city of Sacramento and its surrounding areas since 2005. Director, California
Transportation Commission

Will Kempton serves as the Executive Director to the California Transportation Commission, reporting directly to the eleven-member Commission and responsible for overseeing the Commission’s staff and its annual budget of $3.8 million. As the Commission’s principal policy advisor, Mr. Kempton directs the development and management of the State’s multi-modal transportation programs, the allocation of state and federal funds, the initiation and implementation of Commission actions and policies, and the evaluation of proposed legislation with impacts to transportation funding and project delivery.

Director, California Dept of
Water Resources

Mark W. Cowin was re-appointed Director for the California Department of Water Resources by Governor Edmund G. Brown Jr. on April 13, 2012. Mr. Cowin has extensive experience with California water resources management and has served as Director of DWR since 2010. As DWR Director, Mr. Cowin heads a Department that protects, conserves and manages the state’s water supply, including operation of the California State Water Project.
